    The goal of this activity is to create a defined starting point for the project as well as the prerequisites for the project start itself.

    The availability of a project order is the required prerequisite for the realization of this activity; at least, it has to contain the following:

    The following tasks are required for the realization of this activity:

    * Organizational Planning

    The organizational planning defines the entire organizational structure of the project. The roles required in this project are allocated to the appointed persons. The organizational definitions must be made for the submodels SD, QA, CM and PM.

    The decision-makers have to be appointed for all future decisions (procurement, placement of orders, etc.), depending on how important a decision is.

    All results requiring an approval must be identified, and the corresponding instances for the approval have to be defined.

    According to the (possibly contractual) requirements it is necessary to specify which reports must be generated for whom at what time. The report generation is realized in activity PM9 - Information Service/Reporting.

    In case the system shall be evaluated while being supervised, the participants of the evaluation instance and of the BSI as certification instance must be considered as organizational marginal conditions.

    * Establishing the Project

    The project is established in an administrative manner so that processing can be started. The project leader calls a kick-off meeting with all project members and informs the project members about tasks, type, size and deadlines of the planned project.
